Abstract

The purpose of this paper is to promote cooperation between governmental and corporate training institutions for improving the competence of government employees. This paper does not intend to discuss the overall training issues in general. This paper cannot deal with all the relevant issues in human resource development due to various limitations. Instead, it attempts to promote cooperation building between governmental and corporate training institutions as well as competence building. Up until now, governmental training institutions have received serious criticism both from practitioners and academics for their lack of effectiveness in training. Recently, competence building has gained attention from both government and business as an alternative framework for human resource development. So this paper first will discuss the concept and characteristics of competence in a comparative perspective. After that, facts and problems of cooperation between governmental and corporate training institutions will be reviewed, followed by discussion on promotion strategies through competence building and cooperation between government and business.

본 논문의 목적은 정부의 경쟁력을 향상시키기 위해 공무원의 역량을 강화하는 차원에서 민·관의 교육훈련 협력방향을 모색하는데 있다. 따라서 본 논문은 공무원교육훈련 전반에 관한 것이 아니고, 교육훈련을 통해 공무원의 역량을 강화하기 위한 하나의 방안으로서 민·관의 교육훈련기관간의 상호 유익한 협력방향을 제시하는 것이 주된 목적이다. 공무원 교육훈련과 관련된 여러 이슈를 한정된 원고에서 모두 다루기는 어렵다. 따라서 본 원고에서는 공무원의 역량에 대한 개념과 외국사례 등을 정리하여 다소 비중을 두어 소개한 후에 본 논문의 주제인 민·관의 교육훈련기관간 협력현황과 문제점 그리고 개선방향들을 차례로 고찰해보기로 한다.
