A Comparative Study of Natural Disaster Management Policy and Man-made Disaster Management Policy: Measuring Priorities Using the Analytic Hierarchy Process

Abstract

This comparative study examines the relative importance and priorities of different policy areas in both natural disaster management policy and man-made disaster management policy by using the analytic hierarchy process (AHP). As such, this study deals with both natural and man-made disasters in Korea. Generally speaking, disaster management can be defined as the process of developing and implementing policies that are concerned with four stages of management: mitigation, preparedness, response, and recovery. In this context, the major findings and results in this paper are as follows. First, disaster mitigation or prevention is the policy area that has been perceived as the most important area for both types of disasters. Moreover, for man-made disaster management policy, response and preparedness are given priority, but for natural disaster management policy, recovery and response are given priority.

이 논문은 지금까지 별반 논의가 없었던 위기관리 분야에서의 정책효과성 평가를 위한 지표 개발이나 측정 등의 연구를 진척시키는데 기여하기 위한 시론적인 차원의 연구로서, 지방자치단체의 자연재해관리 정책과 인위재난관리정책 각각의 평가 영역 및 요소에 대한 상대적 중요도와 우선순위를 측정 비교하는 데 목적을 두고 있다. 연구결과, 자연재해와 인위재난 공히 위기발생을 억제 예방시키는 '완화' 영역을 가장 중요하게 인식하는 것으로 나타났다. 하지만 완화영역 다음 우선순위에서는 위기종류에 관계없이 대응영역을 강조해 왔던 기존 연구와는 달리 위기종류별로 차이점이 나타났다. 즉 인위재난은 기존 연구에서와 같이 '대응' 영역과 '준비' 영역이 강조된데 반하여, 자연재해는 '복구' 영역의 중요도가 '대응' 영역보다 더 강조되었다. 이 같은 측정결과는 전체 평가요소에 대한 복합가중치 측정에서도 반영되어 나타났다. 그러나 이러한 결과는 복원전략의 중요도를 강조하는 선행연구와 차이점을 보이고 있다. 즉 불확실성을 속성으로 하는 위험의 관리에서는 예방보다는 복원이 현실적으로 중요하다는 지적이 있는 반면에, 실무공무원을 대상으로 실증분석을 한 이 연구에서는 예방 전략을 의미하는 완화영역이 강조되고 있기 때문이다. 따라서 향후 이에 대한 후속 연구의 필요성이 제기되고 있다.
