Abstract
The purposes of this study are to introduce the Smart growth movement in U.S and to find the implications for urban development policy in our country. Smart growth meets the key goals of sustainable development - a prosperous economy, a quality environment and social equity - though community design. The most important principles of the Smart growth are the mixed land use, transit-oriented, walkable, attractive and compact development and conservation of open space. The cases are the Montgomery County's Smart Growth strategies and Bethesda Row in Montgomery County. The good strategies of local government make good places. Bethesda Row is the one of the best development practices in U.S. The implications for our situation art those : Local governments have to be competent for planning and development management ; The developed areas should infill and renew compactly and efficient1y. It is the one why natural environment conserves ; Local plans need flexibility. But, they have the minimum requirements standard which should be clear and precise and cover the affordable housing and infrastructures ; Collaboration is the most important. We have to consent the ESSD in our country and to make opportunities of participation in development planning procedure.
