Restructuring of Development Administration: Policy Implications of Modern Development Theories

발전행정론의 재구성을 위한 시론 - 현대 발전이론의 이론적 시사점과 발전전략적 함의를 중심으로

Abstract

Globalization and economic change raises the spectre of global problems such as inequality, unemployment, involuntary structural adjustment, foreign debt, environmental disruption and neodependency. In the age of globalization, many countries face the necessity of modifying existing development plans and creating new national development strategies. In order to identify effective ways to restructure Development Administration and to suggest new national development strategies, this paper focuses on three areas. First, this paper analyzes recent global problems and discusses the necessity of restructuring Development Administration. Second, the paper builds up new theoretical foundations for Development Administration by analyzing modern development theories such as reflexive modernization, environmentally sound and sustainable development, globalisierung zweiter ordrung, and governance theory. Third, the research delineates the contents and methods of new national development strategies based on an analysis of their theoretical and policy implications.

현 무한경쟁과 자본세계화의 흐름은 사회경제적 불평등, 국가간 빈부격차, 타율적 구조조정, 외채, 실업문제, 환경파괴 등 새로운 차원에서의 범지구적 문제들을 제기하며, 국가발전에 대한 새로운 연구 필요성과 함께 각국 정부가 세계화에 적절히 대응하기 위한 발전전략 논의를 재론케 한다. 이런 점에서 1960-70년대식의 단선 근대화론적 발전행정과는 질적으로 다른 새로운 발전내용과 발전방법으로 무장된 발전행정론의 재구성과 함께 국가의 적정역할에 대한 논의가 다시 시작될 필요가 있겠다. 이 글은 이러한 문제인식 아래, 오늘의 세계화 시대에서 발전행정적 논의의 재구성이 왜 필요한지를 자본세계화 과정에서의 신종속 상황을 치유하기 위한 관리적 세계화라는 개념을 중심으로 자세히 논해 보았다. 또 그 연장선상에서 우리가 새로운 발전행정론을 재구성하는 데 있어 참고할 만한 현대 발전이론들, 특히 Hettne 등의 또 다른 발전, Beck의 재귀적 근대화, 하위정치, 초국민적 국가, Apel의 2차적 세계화 개념을 중심으로, 이들 현대 발전이론이 발전행정론의 재구성을 위한 이론적 토대로서 어떻게 연결되며 또 자본세계화에의 대응전략으로서 어떤 구체적 함의를 갖는지를 ‘발전전략의 내용구성’ 측면에서 살펴보았다. 마지막으로 관주도적 발전의 폐해를 극복하고 ‘발전방법과 발전주체의 재구성’을 시도한다는 측면에서 거버넌스 개념의 발전전략적 함의와 도입 필요성에 대해 논했다.
