지역복지공급 거버넌스 연구: 네트워크 접근

Abstract

본 논문은 거버넌스 개념을 정부 시장 NGO간 상호작용에 의한 협력네트워크로 보고 서울시 은평구와 송파구의 노인지역사회보호서비스 공급사례에서 클라이언트 의뢰, 자금교환, 조직간 접촉네트워크를 분석하였다. 노인지역사회보호서비스는 재가복지와 방문간호, 가정간호서비스로 구성되며, 공급과정에 정부, 시장, 시민사회부문이 참여하고 있으나 부문상호간 네트워킹은 매우 제한되어 있음을 확인하였다. 밀도와 중심성 그리고 중심화 지표를 통한 네트워크분석 결과 클라이언트 네트워크에서 중심조직은 보건소, 자금교환 네트워크에서는 행정기관(구청) 그리고 조직간 접촉네트워크에서는 구청과 사회복지기관인 것으로 나타났다. 하지만 지역간 비교에서 은평구와 달리 송파구는 보건소의 영향력이 현저하게 떨어지는 반면 유료서비스인 가정간호기관의 역할이 포착되고 있는데, 이러한 결과는 서비스 공급네트워크의 형성 에 있어 지역적 맥락의 차이를 고려해야 함을 시사하고 있다. 이를 토대로 노인지역사회보호서비스 공급네트워크 설계를 위한 정책적 고려사항을 검토하였다. 첫째, 지역네트워크가 문제해결기제로 기능하기 위해 공공전달체계의 일선에 위치하는 자치구에 정책 자율성이 주어져야 한다는 것이다. 둘째, 거버넌스의 주요행위자인 복지시장의 형성이 촉진되어야 한다. 유료서비스에 대한 구체적 욕구가 있음에도 불구하고 이에 대한 정부의 관심은 부족한 형편이다. 셋째, 시민사회는 정부와 시장의 틈새를 메우는 실질적인 서비스를 생산하는 주체임에도 불구하고 이에 대한 정부의 인식과 지원은 소흘하다. 그러므로 지역사회복지 서비스 공급에는 공급주체인 정부(공익), 시장(수익), 시민사회(비영리)간 역할균형을 형성해 나가는 노력이 선행되어야 할 것이다
