Abstract
There has been an urgent issue with regards to measuring the performance of Construction Management (CM) projects to have owners realize the superiority of CM approach. As the CM method settles in Korea, the most important research area is to review the current practices and identify the obstacles to the successful CM projects previously done or on going. I this point of views, the benefits of this paper is a three-fold. First, the benchmarking results of the CM companies of which each one of them represents different groups of construction industry (i.e., private sector, public sector, SOC) is provided to explain the current situation of CM. Second, the success factors in each knowledge area PMI(Project Management Institute) suggests for successful CM projects are identified by analyzing 5 on-going CM projects in the public and SOC sector. In last, the roadmap required for expediting CM by utilizing the success factors is presented. It is expected that the products generated from this study not only can be used as a guideline for CM-oriented organization in advancing the level of CM capability but also expediting the CM in Korea.
국내 건설사업관리(CM)가 활성화단계에 접어들면서 현재 가장 중요한 조사 및 연구분야는 과거에 수행되었거나 현재 진행중인 CM 프로젝트의 사업수행경험을 벤치마킹하고 사례분석을 통하여 성공적인 사업수행에 부정적인 요인을 파악 할 필요가 있다. 또한 국내 CM 활성화를 위해 관산학연(官産學硏)은 공동으로 각자의 업무협조 및 분담을 통해 많은 노력을 기울여왔으나 CM 활성화 초기단계에서 실제로 공공부문 CM 수행경험을 바탕으로 CM 사업의 현안 및 문제점을 파악하고 대응책 마련을 위한 연구가 미진하였던 것으로 파악된다. 따라서, 본 연구는 먼저 공공, 민간, SOC부문별 대표적인 CM조직을 벤치마킹 함으로써 국내 CM의 현황 및 운영방식을 파악하고 현재 진행중인 공공부문 프로젝트 사례분석을 중점으로 CM 서비스 수행측면과 CM 제도 운영측면 두 가지로 나누어 산업계의 수행능력제고에 필요한 성공요인을 도출하였다. 마지막으로 본 논문에서 도출해낸 성공요인의 산업계 할용방안 및 CM 홍보에 필요한 연구방향을 제시한다. 본 연구의 결과물들은 산업계가 CM 사업의 수행능력제고와 국내 CM 활성화 기반을 조성하는데 필요한 정보를 제공할 수 있을 것으로 판단한다.
