Abstract
Non-timber forest products are important crops for farmer's income and forest management. Theobjective of this study is to review on the policy of non-timber forest products expanding the share in theKorean forest production. For this, we investigated the achievement of the related policies and the demandand supply outlook. Govemment has a more concern to enlarge the production quantity rather than toimprove the distribution and processing. Korean non-timber forest product industry faces the diminutionin export and increase in import, Consequently, we suggest the policy reform to mitigate the investmentreaulation, to form the production infrastructure and to change to the market-oriented distributionstructure.
이 연구는 최근 임산물 생산액에서 그 비중이 늘어나는 短期所得林産物에 대한 국내 정책을 考寮하는데 목적이 있다. 이를 위하여 단기소득임산물 관련 정책의 推進成果와 問題點 검토, 단기소득임산물의수급동향과 전망을 한 후 이를 바탕으로 향후 政策 方向을 摸索하였다. 연구결과, 단기소득임산물은 생산량증대에 치중한 반면 流通, 加工측면에 대한 관심은 微弱하였다. 향후 국내 단기소득임산물은 輸出減少와 輸入增加라는 대외적인 與件 變化 속에서 국내 생산이 기로에 서 있다. 따라서 단기소득임산물에 대한 정책 방향으로 投融資條件의 緩和, 生産基盤의 造成, 생산자와 소비자 중심의 유통구조로의 轉換을 추구할 필요가 있다.
