Abstract

Not only practitioners but also scholars of organization and management have been confused by various approaches toward conceptualizing organizational effectiveness. The purpose of this study is to review and analyze a number of such conceptualizations of organizational effectiveness and to try to re-conceptualize it. To accomplish this aim, conceptual definitions, operational definitions, and measures of organizational effectiveness were reviewed. Characteristics and measurement methods were studied by approaches and by authors. Conceptual definitions of organizational effectiveness were reviewed based on books of organization theory and management. Operational definitions and measurements were reviewed based on articles published since 1980. Organizational effectiveness was re-conceptualized. It was defined as the degree of accomplishment of organizational objectives determined by consensus, using the entire organizational capacity of the system.

조직 효과성의 개념정의에 관한 다양한 접근방법으로 인해 조직실천가는 물론이고 조직이론가들을 혼란스럽게 하여왔다. 따라서 이 연구의 목적은 조직 효과성에 대한 주요 연구자들의 개념 정의를 검토하여 분석하고 연구자가 조직 효과성에 대한 재개념화를 시도하려는 것이다. 이런 연구 목적을 달성하기 위해 조직 효과성에 관한 연구경향을 살펴본 후, 조직 효과성에 대한 개념적 정의와 조작적 정의 및 측정을 검토하였다. 접근방법별 개념의 특성을 탐색하며, 이를 어떻게 측정했는지 살펴보았는데, 개념적 정의의 분석대상은 주로 조직론교과서를, 조작적 정의 및 측정에 관한 분석대상 논문은 1980년대 이후에 발간된 논문으로 한정하였다. 연구 결과를 바탕으로 하여 조직 효과성을 재개념화하였다. 연구자는 조직 효과성을 “체제로서 조직의 능력을 활용하여 조직의 합의된 목표(혹은 기능)를 달성한 정도”로 정의하였다.
