Abstract
The process of Value Engineering (VE) has initially adopted by the private sector in order to eliminate unnecessary costs and improve functional requirements. Since its initiation, VE implementation has been leaded by private firms in the Korean construction industry. In 1999, the public sector started actively pursing the design phase VE processes, which resulted from legislation of 'Efficiency Enhancement Plan for Public Construction Projects'. However, the industry has not been fully benefited from VE implementation due to disregard of basic principles and lack of systematic performance measurement systems. This paper includes extensive reviews of VE principles and its traditional processes in order to provide aids in preparing an optimal design phase VE process that can significantly increase the benefits of implementing VE. It also outlines important issues that need to be considered when developing a systematic VE performance measurement system by comparing domestic VE performance data with that of FHWA which is largely recognized as a leading VE implementor. Conclusions and recommendations will be served as guidelines in order to continuously improve the VE implementation process and increase its positive impacts.
가치공학(Value Engineering)은 국내에서도 민간 기업들에서 활발하게 설계단계에 적용되어 예산절감, 기능성 증대 등의 성과를 보이고 있으며, 1999년 이후 공공건설사업 부문에서도 제도화되어 활발히 수행되고 있다. 그러나 기본이론, 절차와 방법 등을 소흘히 한 결과 VE본연의 효과를 극대화시키지 못하고 있으며 VE수행에 따른 체계적 성과측정과 관련자료의 데이터베이스화도 미흡한 실정이다. 따라서 본 연구에서는 간과하기 쉬운 설계VE수행프로세스에 대해 되짚어보고 국외와 국내 고속도로부문의 설계VE 성과를 비교 분석하여 국내실정에 맞는 설계VE수행프로세스를 제시하고 체계적인 성과측정을 위한 제언을 함으로써 국내 설계V도의 발전방향에 대해 제안하였다
