Venture Business Policy under the Kim Dae Jung Government: Resurrection of Old Industrial Policy or Catalystic Role of Government?

김대중 정부의 벤처기업 지원정책에 관한 고찰: 산업정책의 부활인가 혹은 '촉매적' 정부의 새로운 역할인가

Abstract

Based on historical institutionalism, this study analyzes venture business policy under the Kim Dae Jung government compared to industrial policy under the Park government. This study argues that there is continuity in institutions, formal as well as informal. There is no rapid disappearance of institutional pattern of industrial policy in Korea. Examining both informal institutions such as state-led norms, policy ideas, and formal institutions such as bureaucratic system, financial sector and other policy implementation methods, this study demonstrates that venture business policy is dependent on past institutional paths of industrial policy. It concludes that where formal institutions collapse, informal institutions including operating procedures persist to shape the behavior of policy actors.

이 연구는 역사적 제도주의에 의거하여 벤처기업에 대한 정부지원정책을 고찰하였다. 중화학공업 육성정책은 권위주의 정치체제의 전형적인 발전국가형 산업정책인 반면, 벤처기업정책은 민주주의 정치체제에서 갑작스럽게 닥친 경제위기상황을 극복하고자 실시된 정책이다. 상이한 배경에서 등장한 두 정책이 가지고 있는 속성을 정부규범과 정책사고라는 비공식적제도와 수행기관, 재정과 금융, 세제, 인력 및 입지 지원 등의 공식적 제도들을 통하여 살펴본 결과 90년대의 한국정부가 과거 산업정책의 수단을 회피하려는 것이 아니라 여전히 전략적 분야에 적극적인 개입을 유지한 제도적 유산을 보여주고 있음을 발견하였다. 국가경제의 위기극복이라는 정부규범과 정보통신산업육성과 경제구조변화라는 정책사고는 재정, 세제, 금융 등의 가용 가능한 모든 정책수단을 동원하여 관련 부처에 의해 구현되었고 이러한 과정은 과거 1970년대 중화학공업의 집중화와 유사한 제도적 경로를 따르고 있음을 알 수 있다.
