Abstract
Recently, the number of ageing people has been increased rapidly compared to the growth rate of whole population in Korea. The number of road traffic accidents involved with ageing people has also been increased. It is expected that the number of older drivers will be increased as the number of ageing people increased. It means that there will be a chance to face more traffic accidents involved with older drivers. However, current road safety countermeasures do not consider this situation precisely. Therefore, in this study, through the foreign exercises, in order to improve the current road safety related system, new direction will be proposed. The new direction of the road safety related system proposed in this study will mainly focus on driver's licensing procedure and education for older drivers. In order to figure out the characteristics of traffic accidents involved older drivers, traffic accident data in Seoul Metropolitan area are examined. This study suggests the new direction for road safety related system to the near future ageing society in Korea.
국내 고령인구 비중이 해가 거듭될수록 증가하고 있는 상황에서 고령자의 교통사고는 주목할 만한 증가를 나타낸다. 특히 고령화가 진행될수록 고령자의 운전면허소지자수가 증가될 것으로 예상되는데 따라서 고령운전자가 연관된 교통사고 또한 급증할 것으로 판단된다. 이러한 실정에도 불구하고 국내의 고령운전자를 위한 교통안전제도는 고령화 추세에 뒤쳐지고 있는 실정이다. 따라서 본 연구에서는 국내 고령운전자의 현황을 파악한 후 국외의 고령운전자를 위한 교통안전제도 고찰을 통해 선진 교통안전제도의 특징을 알아보았다. 그리고 선행 연구를 통해 고령운전자의 운전행동특성 및 교통사고 특성을 알아보았다. 고령화로 인해 나타는 고령운전자의 교통사고 특성은 보상심리와 주의용량의 저하로 인해 나타나는데 이러한 교통사고 특성을 서울시를 사례지역으로 고령운전자 교통사고 분석을 통해 검증하였다. 또한 교통사고의 연령별분석을 통해 고령운전자 교통사고특성이 나타나는 연령대를 도출하였다. 이를 통해 빠르게 진행되고 있는 고령사회를 대비하여 기존 교통안전제도를 운전면허제도와 교통안전교육측면에서 개선방향을 제시하였다.
