Abstract
Information Technology is closely interconnected with everyday urban life and exerts considerable influence on every aspect of the competitiveness of city. Ubiquitous information technology symbolizes a new emerging paradigm. In comparison to traditional Information technology, ubiquitous information technology reveals key differences: Ubiquitous computing is fundamentally characterized by the connection of every day things in the real world with computation. In the ubiquitous computing environment, diverse activities composed of sensing, tracking, monitoring, and actuating physical entity are neither restricted by geographical location nor time; namely anytime, anywhere. This paper proposes the 'u-City' conception as an alternative city development model, which aims to regenerate the urban space and life. The u-City means the ubiquitous information technology based on intelligent city, which weaves and encompasses the electronic space and physical space. This paper analyzes the evolution of space and on-going research in and abroad, and explores the basic framework of the u-City development. Finally, this paper presents a desirable comprehensive u-City planning model, which includes construction of intelligent urban infrastructure, building urban ubiquitous network as air and open city platform, and development of ubiquitous space and intelligent things. The paper also recommends a series of guidelines for the new governance which would accelerate the u-City development.
유비쿼터스 정보기술 패러다임의 핵심은 사람들이 살아가고 있는 현실 세계로서의 생활공간과 거기에 존재하는 사물들 속에 보이지 않는 작은 컴퓨터를 심고, 네트워크로 연결하여 지능화 시키는 IT의 물리공간으로의 회귀에 있다. 이러한 유비쿼터스 정보기술은 도시문제를 해결하고 도시의 경쟁력과 삶의 질을 제고할 수 있는 새로운 도시개발 모델로 인식되고 있다. 본 논문에서는 먼저 도시공간과 정보기술의 관계를 물리공간, 전자공간, 유비쿼터스 공간으로 발전해 나가는 정반합의 변증법적인 시각에 입각하여 그 특성을 살펴보았으며, 국내외 u-도시(ubiquitous city) 개발 동향을 분석하고 시사점을 도출하였다. 또한 본 논문에서는 유비쿼터스 정보기술에 기반을 둔 u-Korea를 실현하는데 있어서 핵심적인 분야로 부상하고 있는 u-도시의 성공적 개발을 위한 기본구상, u-Life 니즈 분석과 서비스 도출 과정, 그리고 바람직한 u-도시 개발의 종합적 계획 모델을 정립하고자 하였다. 마지막으로 u-도시 개발과정에서 해결해야만 하는 뉴가버넌스의 확립 등과 같은 정책적 대응과제들에 대하여 논의하였다.
