u-Korea Strategy for the ubiquitous intelligent society

Abstract

This paper analyzes paradigm and critical success factors of the ubiquitous intelligent society from the social as well as technical perspectives and suggests basic strategies for u-Korea. Three critical success factors, that is information technology capability, social innovation capability and trust, are needed to build the intelligent society earlier than others. However, Korea has strength only on information technology so that u-Korea strategy should focus on establishing social infrastructure of the intelligent society as well as on taking advantage of IT strength.

본 논문은 한국이 지향해야 할 바람직한 유비쿼터스 국가전략을 모색하기 위해 유비쿼터스 지능사회의 특성과 핵심성공요인을 기술과 사회의 양측면에서 분석하고 u-Korea의 핵심적인 전략방향을 제시한다. 유비쿼터스 지능사회를 구축하기 위한 핵심성공요인은 정보기술능력, 사회혁신능력, 신뢰확보의 세 가지로 집약할 수 있다. 이중 한국은 정보기술능력을 제외하면 강점을 가지지 못한다. 따라서 한국이 유비쿼터스 지능사회를 조기에 구현하여 선점효과를 누리기 위해서는 정보기술의 강점을 활용하는 동시에 유비쿼터스 사회기반을 고도화하려는 집중적인 노력이 필요하다.
