A Study of Factors Affecting Knowledge Management in Korean Public Sector Employees

정부조직 지식관리활동 영향요인에 관한 연구: 중앙부처 공무원의 인식조사를 중심으로

Abstract

Managing knowledge is an important factor in discourse on e-governance and human capital management in public administration. This article analyzes the influences of organizational culture, structure, and IT on employee knowledge management in five public sector organizations in South Korea. According to the data, social networks, centralization, performance-based reward systems, employee usage of IT applications, and user-focus IT are significant variables affecting employee knowledge management activities in public organizations that were the focus of this study. Furthermore, the data shows that IT application usage is the most important factor determining employee knowledge sharing capabilities in the five government ministries. Lessons and implications of this study for management leadership are presented.

민간기업 뿐 아니라 정부조직의 능력향상제고를 위해 중요한 조직의 지적자원(intellectual capital)인 지식에 대한 접근에 있어, 정부조직들의 주된 화두는 지식관리시스템이며, 지식관리를 지식관리시스템의 도입과 동일시하는 경향이 있다. 그러나 지식관리시스템은 지식관리를 위한 하나의 도구에 불과하므로 주의를 기울여야 한다. 또한 지식관리를 이해하는데 있어서는 정보기술 뿐 아니라 조직의 문화와 조직의 구조 등 균형적인 시각을 갖는 것이 필요하다. 본 연구에서는 정부조직 지식관리활동의 영향요인을 조직 문화적 요인들, 조직 구조적 요인들, 그리고 정보기술 요인들로 범주화하여 이들 영향요인들과 지식관리활동간의 관계에 대하여 분석하였다. 분석 결과 정부조직 공무원들의 지식관리활동에 영향을 미치는 주요 요인으로는 인적네트워크, 집권화, 보상체제, 정보기술활용, 정보기술사용자지향성 등으로 나타났다. 이러한 연구결과를 바탕으로 정부조직의 지식관리에 있어 정책적 시사점을 논의하고 있다.
