Abstract
The flood control planning have been considered only economic aspect and focused on the channel improvement projects. So, this study aims to improve the current simple decision making process as we focus on the basin wide planning. To this end, in the first part of this issue we verified the applicability of the AHP and the MAUT which are typical techniques of Multi-Attribute Decision Making. Using these techniques, this study constructs a decision making model organized by establishment, evaluation, selection of alternatives, and determination of priorities. As a result, the economic criterion still has a big influence on the selection of the most preferable alternative. On the other hand, the risk and sustainability criterion have a considerable influence on the determination of priorities between investment proposals. However, it seems that the additional study may be needed to improve the spatial precision of criteria by discriminating each alternative. This study shows that the flood control planning should be performed through evaluating alternatives which are composed of investment proposals in the basin area. It can be said that the decision making model is a systematic and logically precise in the process. So, in general, such a reasonable model may endow the established plan with its feasibility and reliability.
본 연구는 치수사업의 계획시 경제성 분석 위주로, 하천개수사업에 초점이 맞추어져 있던 기존의 단편적 의사결정과정을 유역단위 계획에 적합하도록 개선하는 데에 목적이 있다. 이를 위해서, 본 연구와 관련된 별도의 논문에서는 다기준의사결정기법인 AHP와 MAUT의 적용성을 검증하였다. 본 논문에서는 이들 기법을 이용하여 대안의 수립, 평가, 선정, 우선순위 결정에 이르는 치수사업 의사결정과정을 모형화 하였다. 모형의 적용결과, 최선대안의 선정시 경제성 기준이 여전히 큰 비중을 차지하고 있었으나 단위사업안의 투자우선순위 결정에는 위험성, 지속가능성 기준도 상당부분 영향이 있었다. 그러나 대안들 간에 변별력을 높이기 위해 경제성 이외 기준들의 공간적 정밀도를 높이는 추가연구는 필요한 것으로 판단되었다. 본 연구는 치수사업 계획이 유역 내 단위사업안들로 조합된 대안들의 평가를 통해 이루어져야 한다는 점을 보여주고 있다. 이를 통해 개발한 의사결정모형은 절차상으로 체계적이고 논리적인 정밀도가 높다고 할 수 있으며 이러한 합리성이 수립된 계획에 타당성과 신뢰성을 부여할 것이다.
