Abstract
This paper examines the problem of Korean present agricultural regions in terms of population and employment opportunity, and searches for its solutions. Through the review of statistical data, estimation of structural equations in which employment opportunity and population are determined endogenously, and analysis of a regional case, the relation between population and employment opportunity was discussed. Results of this study show 3 facts. First, there exists a vicious cycle that a low employment opportunity drains population and then firms leave because of drained population. It is verified that employment opportunity and population have the interdependence. Second, employment opportunity is important in solution to problems and development of Korean present agricultural regions. Third, various explained variables and case study in this research confirm that if employment opportunity is made by proper policies, it can be followed by population move-in, and then a sustainable long term growth in agricultural regions.
본 연구는 인구와 고용기회라는 양자의 관점에서 현재 한국농촌지역의 문제점을 고찰하고 해결책을 모색하였다. 인구, 고용기회와 관련된 통계자료를 이용하여 인구와 고용기회의 상관관계를 검증하고 이어 지역사례분석을 시도하였다. 그 결과 고용기회가 적음으로써 인구가 농촌을 빠져나가고, 다시 줄어드는 인구로 인해 기업이 빠져나가는 악순환이 한국 농촌지역에 존재하고 있음을 확인할 수 있었다. 이러한 결과는 오늘날 공동화(hollowing out)되어 가는 농촌지역문제 해결 및 개발에서 고용기회가 가지는 중요성이 크다는 사실을 확인해 주고 있다. 농촌지역에 고용기회가 정책적으로 만들어지면 인구이동이 일어나게 되고 이후 장기적인 선순환이 지속될 수 있다는 점을 여러 변수와 사례를 통해 확인하였다.
