The Study on the Predictors of Employment Status of People with Disabilities

장애인 취업예측 요인에 관한 연구

Abstract

The purpose of this study is to identify the following factors associated with employment status and to analyze the predictors of the employment status of people with disabilities. Results from a binary backward logistic regression analysis indicate that physiognomy, invisibility of disability, health condition, vocational rehabilitation program and regional ratio of job offering to job seeking were the significant predictors of employment status of people with disabilities. People with good physiognomy, invisibility of disability, good condition of health, vocational rehabilitation program and higher regional ratio of job offering to job seeking had the greatest chance of being employed. Participation in a vocational rehabilitation program was found to be the strongest predictor of employment status. The five predictors explained 22.3% of the variance in employment status among people with disabilities registered at KEPAD. This predictive model was able to identify accurately 75% of those who succeeded in being employed and those who did not.

본 연구의 목적은 장애인의 개인적, 환경적 제 요인과 취업의 관계를 살펴보고, 제 요인이 취업에 미치는 영향을 분석하는 것이다. 연구수행을 위해 2001년부터 2004년까지 한국장애인고용촉진공단 취업알선 대상 장애인 87,457명을 모집단으로 하여 단순 무작위 추출방법으로 1,039명을 표집하였고, 실증분석에 사용할 자료는 동 공단의 데이터베이스를 통해 수집하였다. 분석결과, 인구통계학적 요인 중 성별, 인상, 장애관련 요인 중 장애유형, 장애표시정도, 인적자본 요인 중 학력, 건강상태, 직업재활프로그램 요인 중 장애인 직업훈련, 지역사회 통합훈련, 노동시장 요인 중 직종별 구인배율, 지역별 구인배율이 각각 취업과 관계가 있었으며, 이분형 로지스틱 회귀모형에 투입한 바, 인상, 장애표시정도, 건강상태, 직업재활프로그램(장애인직업훈련 및 지역사회통합훈련 통합), 지역별 구인배율 등 5개의 요인이 장애인 취업예측 요인으로서 취업에 영향을 주었으며 가장 강력한 영향을 주는 취업예측 요인은 직업재활프로그램이다, 본 연구 결과, 정책적 관점에서 중증장애인 직업재활프로그램 확대, 노동시장 수요개발, 장애인식 개선, 직업적 장애판정기준 마련의 필요성, 실천적 관점에서는 인상과 건강상태에 대한 구조화된 체크리스트 개발, 면접기술습득과 건강증진에 관한 프로그램 개발, 고용계획 수립단계에서의 충실한 서비스조정, 지역노동시장 내 직무개발의 중요성, 학문적 관점에서 노동시장 요인과 직업적 장애판정기준에 관한 연구의 필요성 등 몇 가지 시사점을 제공하고 있다.
