Abstract
The aim of the study not only is to identify the degree of present condition and unbalance in regional fire station and the regions but also is to provide the basic data for enhancing prevention of disaster function in the province government Secondly, to resolve the gap of the unbalance, we will develop scientific and high technique U-prevention system for systematic prevention of natural disaster and misfortunes. spatial context for study contains twenty fire station of city and county in Gyeongnam. the data for study concluded twelve branches within fire station in 2004. As a research methodology, I will try to identify the degree of unbalance by using Ginni coefficient and Atkinson measure. the degree of unbalance was classified by regions, each fire station and whole Gyeongnam province. the measure of each fire station was applied with modified model which was applied with ISO model of United States. U-prevention system development was utilized with web-map in Chanwon city, and the MFC of Visual C++ computer language was used for the development of program. finally, we constructed the system which is to connect the fire location image and real time picture between fire station headquarter and the fire accident location by using the database of fire facility and RFID and hign-tech CCTV
