Abstract
Geological information can be used for a lot of purpose, such as mine development, land use, environmental protection, construction industry, and national defence etc. And it induces the social and economic benefit in the field of health, environment, finance and security. In spite of these various uses of geological information, in Korea, the value of this information is not to be well known to the government and society. The purpose of this study is to evaluate the economic & societal value of geological information. In case of USA and UK, evaluation works for national geological mapping programme were started in the early 1990s, and used for advertising the importance of geological survey work, and ensuring the necessary budget for them. In this study, among these various research works, the method by Drs. Ellison and Calow(British Geological Survey, 1996) was applied for the cost/benefit analysis of Korean geological mapping programme(1/50,000 scale). As the result, the total cost for Korean geological mapping programme was estimated to 82 billion(Korean Won, 2003 price standard), and it's total annual benefit was estimated to 62billion. And the expected benefit induction period of the geological map was estimated for 40 years. Therefore, the total benefit of the Korean geological maps was accounted from 973billion(capital cost : 5.7%) to 1330billion(capital cost : 3.5%). In case of Korea, the total expected benefit of national geological mapping programme was over the 11~16 times compared to the total cost.
지질정보는 에너지, 광물자원 및 지하수 자원의 탐사 및 개발, 토목 건설사업, 국토환경관리 등 다양한 목적에 활용되어 많은 경제사회적 편익을 유발하고 있다. 본 연구는 우리나라에서 작성되고 있는 1/50,000 축적 지질도의 경제-사회적 편익가치가 과연 어떠한 규모인지를 파악하는데 그 목적을 두고 있다. 이를 위한 연구방법으로 우선 지질정보의 재화적 특성을 살펴보았으며, 지질정보가 활용되는 분야와 유발하는 편익의 형태를 구분하여 보았다. 또한 지질정보와 같은 공공재의 가치를 평가하는 평가기법과 실제로 영국지질조사소(BGS)에서 시행했던 지질도 가치평가 사례를 소개하였다. 이들이 사용했던 방법론을 적용하여 국내 1/50,000 지질도가 유발하는 경제적 가치가 어떠한 규모에 이르는지를 추정하였으며, 비용편익분석을 시도하였다, 연구결과 비용 대비 편익유발 효과가 11~16배에 달하는 것으로 나타났다
