부산시 연안육역 관리 개선에 관한 연구

Abstract

This research, based on survey about the real aspects of coastal areas, puts its emphasis on suggesting management plans in the context of land management by analyzing managerial problems from the level of management under the current law system, projected areas for coastal boundaries management, and already executed plans rather than detailed development plan itself. Consequently, the purpose of the management plans for coastal landward boundaries in Busan is to establish the evaluation system on coastal boundaries management, to improve the way of establishing coastal areas , and consolidate ordinances concerning coastal areas management. In addition, the aims of proposals for improvement in organizational sector are to adjust and clear up the conflict of interests between the people belonging to the same organization by strengthening functions of adjusting conflict of interests and to make up for insufficient state of foundation by managing coastal areas management center by which steady support will be available.

연안은 해안선을 사이에 두고 양측 일정 범위의 바다와 육지가 합쳐진 대상(帶狀)공간으로 바다부분을 해역, 육지부분을 육역이라 말한다. 연안지역은 예전부터 인구, 산업, 도시, 시설 등이 밀집하여 왔으며, 세계적으로 국가경제의 중 심지로서 크게 기여하여 왔다. 이러한 영향으로 * 본학회 정회원, 부산발전 연구원 연구위원 (단독저자:gskim@bdi.re.kr) 20세기 후반기에 들어와서부터는 연안 공간이용의 과부하, 혼란과 함께 부영양화, 백화현상, 적조현상을 포함한 해양오염 등 심각한 연안생태계 파괴 문제를 야기하고 있다. 연구에서는 연안지역의 실태조사를 통해 세부적인 개발방안보다는 관리적 차원에서 현행법체계에서의 관리 문제점과 연안관리대상구역, 기 추진 중인 계획 등을 종합적으로 분석하여 토지관리차원에서의 관리방안을 제시하는데 그 목적이 있다. 이를 위한 구체적인 내용으로서는 부산광역시를 사례로 국토의 계획 및 이용에 관한 법률
