Study on Participation Capacity, Process, and Performance Evaluation for Citizens' Active Policy Involvement

Abstract

This study found that most of existing research focused on present situation and development strategy analysis with regard to citizens' policy involvement. Beyond this general perspective, this research attempts to analyze citzens' policy involvement with three perspectives, participation capacity, process, and performance. For the empirical analysis, we distribute survey questionnaires to both citizens and public officials and ask them how to evaluate the citizens' policy involvement. We survey citizens and public officials in 16 metropolitan and province government and try to find the way to activate citizens' policy involvement with various standards and perspectives. As a result of analysis, except for leadership, they are not satisfied with the other factors related to citizens' policy involvement. In addition, even factors with good evaluation show significant differences between citizens and public officials. There are significant differences except for participation willingness, education/training, information sharing/coordination factors. Finally, we found important factors to affect activation of citizens' policy involvment. These factors are leadership, active participation, clear partipation goals, objective and fair information, partnership between citizen and government, oversight/ auditing, and evaluation instrument.

연구에서는 기존의 정책주민참여의 실태분석과 발전방안에 초점을 둔 연구에서 벗어나 공공정책참여와 관련하여 참여역량, 참여과정, 참여성과의 관점에서 구체적이고 세부적으로 분석하고자 한다. 이 분석을 위해 주민들과 공무원들에게 설문조사를 실시하여 정책주민참여에 대해 어떻게 생각하고 평가하고 있는지를 실증적으로 조사하고자 한다. 이 실증분석은 우리나라 16개 광역시도와 소속지자체의 주민참여담당 공무원과 지역주민을 대상으로 정책주민참여에 대한 인식을 다양한 기준과 관점에서 평가하여 참여의 성숙화를 위한 방향을 모색해 보고자 한다. 분석결과, 지방정부의 리더십을 제외하고는 정책주민참여에 대한 전반적인 평가가 그리 높지 않은 것으로 나타났고 높게 평가받은 요인들도 주민과 공무원간에 인식차이 분석을 실시했을 경우 참여의지, 교육 및 훈련, 지식공유와 조정 요인들을 제외하고는 유의적인 인식차이가 있는 것으로 분석되었다. 그리고 정책참여의 활성화를 위해서 리더십발휘, 적극적 참여, 참여목적의 명확화, 객관적이고 공정한 정보제공, 민관의 파트너십형성, 견제․감사와 평가수단의 확보등이 중요하다고 평가되었다.
