Uncertainty, Decision Error, and the Paradox of Sortition: A Critical Appraisal on the Deliberative System of the National Art Fund

불확실성, 결정오차, 그리고 제비뽑기의 역설 - 문예진흥기금 지원심의방식에 대한 역발상 -

Abstract

It is generally believed that rigorous computations and deliberations are needed for high-quality decisions. However, too much expectation for a rigorous decision system may prove to be no more than a mere fantasy. Under a very high degree of uncertainty, there is no guarantee that the increase of decision costs would improve the quaility of decision outputs. In such situations, simplification rather than sophistication of the decision process might be a better strategy. The simple and seemingly irrational method of sortition can be a wise decision strategy for such problems as the selection of the National Art Fund beneficiaries. Paradoxically, what seems a very irrational method may turn out to be quite a rational way of solving difficult problems.

보다 나은 품질의 결정을 위해서는 철저한 계산과 엄정한 심의를 거쳐야 한다는 것이 일반적인 통념이다. 그러나 엄격하고 공정한 심의에 대한 기대는 환상적인(fantastic) 결정방식을 낳는 것이 아니라 오히려 환상(fantasy)에 불과할 수 있다. 즉, 심의절차를 엄격하고 까다롭게 하면 공정한 판정 시스템을 구축할 수 있으리라는 기대, 그리고 엄정한 심의과정을 거치면 합리적인 결정이 나오리라는 기대는 모두 환상에 불과할 수 있는 것이다. 매우 복잡하고 불확실한 문제의 경우, 결정비용을 아무리 높인다고 해도 결정의 질이 그에 비례해서 높아지리라는 보장이 없다. 그런 경우에는 결정과정을 더욱 엄격하고 까다롭게 만드는 것보다 차라리 단순화시키는 편이 더 나을 수 있다. 문예진흥기금 지원심의와 같이 고도의 불확실성을 띤 결정상황에서는 일견 비합리적으로 보이는 제비뽑기가 역설적으로 보다 현명한 결정방식이 될 수 있다
