A proposal for regulating the geological sequestration of carbon dioxide

Abstract

Geological sequestration of carbon dioxide is a novel technology for mitigating greenhouse gas emission. While technical forerunners such as US, EU, etc. are actively renovating regulatory frameworks for conducting effective and safe geological $CO_{2}$ sequestration, current regulations in Korea are somewhat inappropriate in managing various potential risks emerging from this unprecedented operations. Prior to practicing full-scale commercial sequestrations, therefore, relevant regulations are needed to be complemented, and open discussions among stakeholders on issues in geological $CO_{2}$ sequestration such as design of regulatory frameworks, the main body of management and operation, selection of target formation, area of review, composition of injecting fluids, etc.

이산화탄소 지중저장은 온실가스 배출저감을 위한 저장기술 중 가장 환경친화적이고 경제적인 기술로 주목받고 있다. 그러나 미국, EU 등 기술선진국에서 지중저장 기술이 보다 효과적이고 안전하게 수행되도록 관리하기 위한 법령 체계의 정비가 속속 진행되는데 비하여, 현재 우리나라의 관련 법령들은 선례가 없는 지중저장의 운영과정에서 새롭게 떠오르는 다양한 위험요소들을 관리하는데 적합지 못한 상태이다. 따라서 대규모의 이산화탄소 지중저장의 실용화 이전에 관련 법령들에 대한 개정 또는 제정이 필요하다. 이를 위해서 지중저장 관리규정의 체계, 지중저장의 관리 및 운영의 주체, 저장대상 지층의 선정, 보상 및 관리의 범위, 저장 이산화탄소의 특성 등에 대한 관련 이해 당사자 간의 논의가 선행되어야 할 것이다.
