Abstract
According to the International Energy Agency, CCS has the potential to reduce carbon dioxide emissions and could contribute to 19% of global carbon dioxide mitigation by 2050. Recently, the Korean government announced that it will launch a national consensus building process, as the next step in deciding Korea's 2020 midterm greenhouse gas (GHG) mitigation target with three mitigation scenarios. In the second and third more aggressive scenarios, CCS is expected to play an important role. In order to implement CCS projects at the scale needed to achieve a meaningful reduction of carbon dioxide emissions, the knowledge of the available $CO_{2}$ storage capacity obtained by detailed matching of large stationary $CO_{2}$ sources with geological storage sites is required. However, most CCS projects in Korea are associated only with capture technologies without matching with storage sites or storage technology. The objective of the paper is to consider the feasibility of $CO_{2}$ capture and storage in Korea and to show several conceptual business models for CCS projects with the recent E&P activities in the continental shelf and the review of the information acquired before in the area.
국제에너지기구에 따르면 급격한 기후변화를 최소화 하기 위해서는 전세계적으로 2050년의 감축량 중 19%를 이산화탄소 포집 및 저장(Carbon Capture & Storage; CCS) 기술에 의존해야 한다. 국내에서도 최근 녹색성장위원회는 우리나라의 중기 온실가스 감축목표 설정 시나리오로 내 놓은 3가지 안 가운데 2개 시나리오에서 CCS 가 중요한 역할을 해야 할 것이라 발표한 바 있다. CCS가 실질적 감축 수단이 되기 위해서는 사업에 필요한 기술과 함께 대규모 배출원과 연계된 확실한 저장소의 확보가 매우 중요하다. 기존에 진행 중인 CCS 기술개발은 대부분 포집과 관련된 것으로 가장 먼저 추구되어야 하는 저장소 확보 문제는 아직 해결되지 않고 있다. 이 연구에서는 CCS 사업화를 위한 선결과제들을 살펴보고 최근 추진되고 있는 정부의 대륙붕 석유자원 개발 노력과 뒤늦게 시작된 대륙붕 기존 자료 검토작업 등과 연계하여 국내에서 가능성이 있는 CCS 사업화 방안을 몇 가지 모델로 제시하고자 한다.
