Abstract
Food safety is an emerging social issue especially affecting children who are vulnerable to attacks of substandard food. Consumer education is essential to protect child consumers by improving their competence, even though there have been some policy efforts to mitigate food risk problems. The purpose of this paper is to investigate children's knowledge on food safety, belief and attitude toward substandard food, and the frequency of purchasing substandard food and then to identify how food safety education affects those variables. A research model was developed based on consumer socialization theories and consumer behavior theories such as TRA(Theory of Reasoned Action) to explain the relationship between consumer education, knowledge, belief, attitude, and behavior concerned with substandard food. Path analysis using Amos16.0 was employed to test the research model. Findings from the path analysis showed that food safety education did not have a significant direct effect on children's substandard food purchasing behavior but had indirect effects by affecting children's knowledge and belief. Food safety education by parents affected children's knowledge and belief toward substandard food, and education by media did affect children's knowledge on food safety. School education, however, did not show any significant effects. These results showed that consumer education by parents and media effectively lowered the frequency of children's purchasing substandard food, while consumer education at school was ineffective. The causal relationship among knowledge, belief, attitude, and behavior was proved as it was theoretically derived in the research model. This research concludes that consumer education for children should focus not only on children's knowledge but also on their belief and attitude in order to maximize its effectiveness on behavior change, which is the ultimate goal of consumer education.
