Abstract
The purpose of this study is to evaluate the RIS (Regional Innovation System) program and to provide a policy recommendation to improve the efficiency of the program. For a classification purpose, cluster analysis was performed on 110 RIS projects during 2004${\sim}$2008. On the top of cluster analysis, an efficiency analysis was performed by the classification type. The cluster analysis shows that 110 RIS projects can be classified into 5 clusters: (i) a technical development cluster, (ii) a human resources development cluster, (iii) a company supportive cluster, (iv) a networking cluster, and (iv) a non-specified cluster. In order to estimate an efficiency score of each type, a DEA approach was utilized. We found that the mean value of efficiency scores for a technical development cluster and a human resources development cluster was 0.52, 0.56, respectively, whereas the mean value of efficiency scores for a non-specified cluster was 0.39.
