A Scheme Proposal for Barrier Free Investigation in Maintenance of Urban Park in Korea for Japanese Cases

한국 도시공원의 베리어 프리 정비사업의 정책제언을 위한 일본 도시공원 정비사례에 대한 평가

Abstract

In this study, we investigate effective conditions for barrier-free in urban park. Through the park users' evaluation of urban parks which were appointed by Japan's New barrier-free law, we sampled 219 urban park users. With a statistical analysis of correlation and one way analysis of variance, the results were obtained as follows: first, the evaluation of the users' satisfaction of the park's facility was high. However, restroom was relatively low. The height and the information contents of the Bulletin board in the evaluation were contradictory between the two stratum of users who were handicapped or non-handicap. Secondly, The two stratums had different correlation factors in satisfaction. Thirdly Even though the space maintained by guideline had a variety of user's complaints and requirements for each facility. Finally, The maintain of facility were needed with consider a variety of users and their behavior patterns can choose from a variety requires and more detailed and can accommodate the needs of users of the criteria may be needed to compensate.

본 연구는 일본의 신법에 의해 시설정비가 된 실제 도시공원의 이용자들을 대상으로 실시한 시설에 대한 평가를 바탕으로 제도상의 문제점이나 개선안 등, 도시공원에 있어서의 유효한 BF의 적용 조건을 파악하기 위해 실시하였다. 조사를 통해 얻은 자료를 분석한 결과를 정리하면 다음과 같다. 첫째로 정비된 시설에 대한 평가 및 만족도는 높았지만 화장실은 상대적으로 낮았다. 그리고 게시판의 높이와 정보내용에 있어서 두 계층 간에 상반된 평가가 나타났다. 둘째로 유는 도로의 폭, 계단, 경사로, 화장실의 출입구 넓이, 내부 넓이, 세면대, 변기, 유구시설의 모든 항목, 게시판의 높이가 만족도와 양의 상관관계를 가졌으며 무는 출입구 폭, 도로의 폭, 계단, 경사로, 화장실의 문, 세면대, 변기, 유구의 시야 이외의 모든 항목, 게시판의 내용이 만족도와 양의 상관관계를 가졌다. 셋째로 기준에 의해 정비 된 공간임에도 불구하고 각 시설에 대해 이용자들의 다양한 불만과 요구사항이 존재했다.
