National Geoparks in Korea: Current status and their implementation

국내 국가지질공원의 현황과 개선방향

Abstract

Recently UNESCO Geoparks program, which involves protection of internationally significant geoheritage sites through educational tourism and sustainable local development, has attracted local governments and geologists in Korea. All the local governments who pursue to obtain national geopark status show strong will to further achieve UNESCO Global Geopark endorsement. However, the national geoparks, endorsed by the Ministry of Environments so far, have not been actively engaged in this purpose. This resulted from the endorsement procedure of national geoparks without enough understanding of the UNESCO Global Geoparks Program. This paper deals with current status of 7 seven endorsed national geoparks and points out their problems, considering the operational guideline of the UNESCO Global Geoparks. This includes basic requirements, such as evaluation and methods to evaluate international geological significance, protection measures of geosites, endorsement procedure, educational tourism and regional socio-economic development, to be qualified as national geoparks.

최근에 국가적 혹은 국제적으로 지질학적인 가치가 있는 지질유산 지역을 보호하고 이를 교육 및 관광에 활용하여 지역경제 활성화를 이루는 유네스코 지질공원이라는 프로그램에 대한 여러 지자체와 지질관련 전문가의 관심은 점차 높아지고 있다. 국가지질공원을 추진하고 인증된 지역에서는 대부분 앞으로 유네스코 세계지질공원으로의 추진을 목표로 삼고 있다. 하지만 국내의 경우, 국가지질공원으로 인증된 이후, 실질적으로 세계지질공원으로 추진하려는 움직임은 소극적이다. 이는 국가지질공원을 추진하면서 유네스코 세계지질공원 프로그램에 대한 충분한 이해가 없이 국가지질공원을 추진하고 이를 인증한 과정의 결과이다. 이 논문은 현재 국가지질공원으로 인증된 7개의 국가지질공원의 현황을 파악하고, 세계지질공원의 가이드라인에 맞추어 이들이 가지고 있는 문제점을 제시한다. 또한 국가지질공원으로 인증받기 위해서 갖추어야 하는 지질학적 가치 평가의 방법, 지질명소의 보호조치, 인증절차, 교육관광 그리고 지역경제 활성화 등의 중요 항목에 관한 개선방향을 제시하고자 한다.
