Abstract
Smart Port projects are long-term plans that are primarily carried out in Europe by the local Port Authority and global companies. Research in Korea on the terms and concepts related to Smart Port is limited and detailed operational plans are absent. The purpose of this study is to study Hamburg and Rotterdam - the leading smart ports in Europe-and suggest implications for Korea's Smart Port. The implications are: First, to establish a long-term vision and strategy for a Smart Port, it is necessary to consider its connection to a smart city, understand the future changes in the shipping industry, advanced port technology field, and business model. Second, flexible linkage and communication with IT companies are very important. Third, it is necessary to build a KPI that includes eco-friendly sustainable port and efficiency as functions. Fourth, a systematic plan to create high-quality jobs and the exploration of various R&D projects based on the operation of Smart Ports should proceed concurrently.
스마트 항만 관련 프로젝트들은 주로 유럽지역을 중심으로 항만공사와 글로벌 기업 간에 협업에 의해 진행하고 있는 것으로 국내외 저널에 발표된 논문은 많지 않으며 특히, 우리나라에서도 스마트 항만의 기술적 운영계획 및 세부방안들이 마련되지 못했다. 이에 본 연구는 유럽에서 가장 앞서가고 있는 함부르크와 로테르담 사례를 검토해보고 우리나라 스마트 항만에 적용 가능한 시사점을 제시하는 것이 본 연구의 목적이다. 시사점을 살펴보면 첫째, 먼저 스마트 항만의 장기비전 및 추진전략을 세우기 위해서는 스마트 도시와의 연계, 선박 및 조선의 미래 변화 상황 이해, 선진 항만기술 분야 및 비즈니스 모델 등을 고려해야하며 둘째, 항만관련 주체와 IT업체와의 유기적인 연계, 참여와 소통이 매우 중요하다. 셋째, 친환경 지속가능성 항만, 디지털 항만, 탄소저감 항만, 에너지의 효율적 이용 항만 등의 기능을 포함하는 KPI를 구축할 필요가 있다. 넷째, 스마트 항만의 운영을 통해 다양한 R&D 사업의 발굴과 더불어 양질의 일자리 창출을 위한 체계적인 플랜이 준비되어야 한다.
