An Approach to Classify Korean Traditional Forest Knowledge with the Analytic Hierarchy Process and the Delphi Method

Abstract

This study was conducted to establish the criteria and indicators of Traditional Forest Knowledge (TFK) of Korea to coping with international convention and treaty relating with traditional forest knowledge, and to excavate practical discipline for effective use and management of forests resources at the perspective of sustainable development of society in Korea. The draft of the classification for TFK was developed by Traditional Knowledge Resources Classification (TKRC) of World Intellectual Property Organization (WIPO). It attempts to respond to international classification standards, and to revise the classification system using Delphi technique. As a result, we could derive a classification system of 5 Subsection, 33 tangible and 29 intangible Classes : Forest Humanities Philosophy/ Forest Nature Ecology/ Forest Life Landscape/ Forest Product Technique/ Forest Management Social Policy. The purpose of this study is to provide a basis for understanding the TFK in Korea and to enable international responses to knowledge resources by establishing a classification system for TFK through the Delphi survey. We will continue to modify and supplement the detailed TFK classification system through a continuous literature surveys and on-site researches.

본 연구는 우리나라의 기존 산림전통지식을 체계화하여 다른 국가들의 전통지식과 대응할 수 있도록 하고, 숲의 효과적인 이용 및 관리를 위한 기초자료로 활용하기 위하여 산림전통지식 유형분류체계를 수립하고자 하였다. 산림전통지식 유형분류체계의 초안은 세계재산권기구(WIPO)의 전통지식자원분류(TKRC)에 기반하여 국제적 분류기준에 대응할 수 있게 분류를 시도한 것으로, 전통지식 관련 분야의 전문가들을 대상으로 총 두 차례의 델파이 설문을 통해 그 체계를 수정 보완하고자 하였다. 결과적으로 산림인문사상, 산림자연생태, 산림생활경관, 산림생산 이용기술, 산림관리 사회정책 5개 지식범주 및 33개 유형, 29개 무형의 중분류 지식항목의 체계를 도출할 수 있었다. 본 연구는 델파이 조사법을 통해 기존에 없던 산림전통지식 유형분류체계를 수립하여 우리나라 산림전통지식을 이해할 수 있는 기반을 제공하고, 지식 자원에 대한 국제적 대응이 가능하도록 했다는 점에서 그 의의가 있다. 연구결과로 제시한 산림전통지식 유형분류체계는 향후 지속적인 문헌 조사 및 현장연구를 통해 세부항목을 계속 수정 보완하여 데이터베이스로 구축할 계획이다.
