The Changes in the Internal Organization and Members' Role Identity of Local Broadcasting Companies due to Management Crisis : Focusing on the In-depth Interview

경영 악화에 따른 지역방송사 내부 조직과 구성원의 인식 변화 : 심층인터뷰를 중심으로

Abstract

This article researched the changes of terrestrial local broadcasting companies in a crisis of management. According to the following: First, the structure of the internal organization of local broadcasting companies has been changed to put more emphasis on 'management'. Second, most of the interviewees responded that this change was an inevitable choice. However, some responded that their 'role identity' was changing in a negative direction. Third, these changes have led to the emergence of programs that could undermine public interest. It also showed an increase in the production of 'funding-based' programs and 'mobile first' programs.

이 연구는 경영난을 겪는 지상파 지역방송사의 내부 조직 구조와 구성원의 역할 정체성 등이 어떻게 변하고 있는지를 알아보았다. 이를 위해 충청·영남·호남권 지역방송사에서 20년 이상 근무하는 임원·국장·부장급 15명을 심층 인터뷰했다. 연구 결과는 다음과 같다. 첫째, 지역방송사의 내부 조직 구조가 '경영'을 더 중시하는 쪽으로 변화되면서 광고·협찬·사업부서를 확대하거나 신설하고 기자·PD·아나운서 등 방송직 인력이 경영직으로 전환 배치되는 경우가 흔해졌다. 둘째, 내부 조직구조의 변화는 방송사나 개인의 생존을 위한 어쩔 수 없는 선택으로 인식되기도 했지만, 직업 언론인으로서의 역할 정체성이 부정적 방향으로 변하고 있는 것으로 나타났다. 셋째, 이러한 지역방송의 변화로 인해 공공성·공익성을 훼손할 수 있는 프로그램이 등장하고, 수익을 고려한 '펀딩 베이스' 프로그램과 모바일 유통을 우선하는 '모바일 퍼스트' 프로그램에 대한 긍정적 인식이 확산되고 있는 것으로 나타났다.
