Abstract

The term 'governance' is widespread in characterizing both global and local arrangements, especially reformed ones. Because of its strong intuitive appeal, precise definitions are seldom thought to be necessary. As a result, when we identify governance as an important factor to achieve policy or organizational objectives, it may be unclear whether the reference is to organizational structures, administrative processes, systems of incentives and rules, or administrative philosophies. Due to this ambiguity, most of administrative reforms driven by the logic of governance are likely to be more superficial than substantive. This article attempts to; (ⅰ) review various definitions of governance; (ⅱ) discuss the logic of governance; and (ⅲ) clarify the definition of governance, and the New Governance. The conclusions of this article are: (ⅰ) governance can be defined as an 'institution of social coordination'; (ⅱ) the New Governance is an 'institution of social coordination based on the logic of co-steering and network'; (ⅲ) the New Governance should be, and can be differentiated from various forms of new governance.

거버넌스란 개념이 최근 매우 광범위한 분야에서 사용되고 있다. 그러나 아직 이 매력적인 개념의 정의에 대한 학문적 합의가 존재하지 않는다. 이러한 개념상의 모호성으로, 개혁의 논리로 거버넌스가 강조되는 경우 거버넌스가 의미하는 것이 조직 구조인지, 행정절차인지, 관리기법인지, 정책기조인지 불분명한 경우가 많다. 개념상의 혼란은 특히 행정개혁과정에서 많은 문제점을 야기할 수 있다. 모호하면서도 그럴듯해 보이는 거버넌스라는 개념은 자칫하면 실질적인 행정개혁보다는 수사적인 목적을 위해 사용될 가능성이 있기 때문이다. 본 연구는 거버넌스를 ‘공통의 문제 해결을 위한 사회적 조정 방법’, 그리고 신거버넌스를 네트워크를 강조하는 ‘특수한 형태의 사회적 조정방법’으로 정의한다. 특히, 본 연구는 다양한 유형의 ‘새로운 거버넌스’와 차별화되는 ‘소수에 의한 결정이나 보이지 않는 손에 의한 결정보다, 대화, 협상, 조정을 통한 타협이나 동의에 더 큰 가치를 두는’ 신거버넌스 논리의 중요성을 강조한다.
