사회자본-정부-거버넌스의 연계에 관한 시론적 모색: 재가노인복지서비스 전달체계의 역사적 분석을 사례로

Abstract

이 연구는 사회자본과 거버넌스가 정부를 매개로 연계될 수 있음을 시론적으로 제기하는 데 목적이 있다. 이를 위해 사회복지서비스에 대한 요구와 노령화 사회화를 배경으로 정부와 시민사회 양자에서 전개되어온 재가노인복지서비스를 역사적으로 검토했다. 1970년 이후 재가노인복지서비스의 역사적 전개 과정을 분석한 결과 크게 세 단계로 구분할 수 있었고, 최소한 현재까지 우리나라 사회복지서비스의 거버넌스에서 정부의 제도화 노력에 따라 사회자본의 연계성이 높아져 왔음을 확인했다. 이를 통해 사회복지서비스의 거버넌스를 효과적으로 만드는 데 사회자본이 중요하고, 거버넌스가 사회자본을 활성화하는 데 정부의 역할이 필요할 수 있다는 결론을 내릴 수 있었다. 분석을 통해 우리나라 공공서비스의 역사적 토대에 대한 인식을 바탕으로 공공서비스의 거버넌스 설계가 보다 정교화되어야 하며, 다양한 행위자들 간의사회자본을 적극적으로 키우고 활성화할 수 있는 방안이 모색되어야 한다는 정책적 함의를 도출할 수 있었다
