Evaluating the Urban Growth Restriction Function of the Greenbelt and Its Implications for Urban Growth Management

Abstract

The greenbelt policy has been only one available policy tool to control physical expansion of urban areas for the last 35 years in Korea. As development pressure of the iner side of the greenbelt becomes severer (due to urbanization, industrializatiso on), the grenbelt function to restrict spatial expansion of the urban area becomes dubious. Nowadays, the central government and local governments try to convert the land use in the greenbelt area into urban uses for various reasons. However, an alternative policy which enables to manage is designed to calculate developable land from greenbelt area of Daegu area, and to derive policy implications for u r b a n g r o w t h management. By utilizing land suitability analysis, this study finds only 17 percent of whole evelopable due to physical, environmental, legal and planning constraints. Based on these findings, this study insists that a policy alternative which manages urban growth eficiently is required urgently.
