Abstract

This paper is to search for the characteristics of urban regeneration in Birmingham of the UK and to suggest limitation of the property-led urban regeneration. For them, I reviewed urban regeneration in real cases. In particular, this paper focuses on the theories of new urbanism and sustainable development which have been assumed benefits of the new paradigm of urban design. I established framework for case studies, which is based nd social aspect. Through this paper, I sugested key feature of urban regeneration in the UK through how do urban policies and theories apply to strategies such as organic linkage betwen related plans, acurate strategic vision and master making

최근, 한국은 참여정부의 지역균형발전이라는 정책목표에 따라 기업도시, 혁신도시 등의 도시건설이 본격화되고 있다. 또한, 가용토지확보 및 부족한 주택공급확대를 위한 계획적 신도시개발이라는 목적에 따라 파주, 아산을 비롯하여 500만평 이상의 대규모 신도시 건설이 확대되고 있다. 이는, 신자유주의적(neo-liberalisation) 이념에 의한 경제중심의 도시정책으로써 도시의 면적(面的)확대를 의미하는 것이다. 이러한 도시개발은 기성시가지의 인구 및 경제활동의 중심이 새로 조성되는 신도시로 이동하는 동인으로 작용하며, 그 결과 기성시가지의 상주인구감소와 기반시설투자를 저하시킬 수 있다는 점에서 낙후된 지방 구도시의 침체를 가속화 시킬 것이라는 비판적 인식을 확산시키는 배경이 되고 있다. 최근, 논의되고 있는 도시성장관리(Smart Growth Management)이론에 따른 압축도시론(compact city) 및 지속가능한 도시개발론(sustainable development)에 근거를 둔 도심재생논의 또한 이러한 도시의 외연적 팽창이 초래하는 도심문제에서 출발하고 있다(박천보, 2004; 김영환, 2003).
