협력적 거버넌스와 정부의 역할 - 사회적 기업 사례를 중심으로 -

Abstract

다양한 정부조직과 사회구성원들 사이의 수평적인 협력을 특징으로 하는 '협력적 거버넌스(collaborative governance)'를 관리하는 것이 정부의 새로운 핵심역할이다. 네트워크사회의 협력적 거버넌스에서 정부의 역할은 축소된다기보다는 변화된다. 특히 정부는 협력적 거버넌스를 주도적으로 설계하고 공식적인 권위에 의존하지 않고 협력적 거버넌스를 관리하기 위한 주도적인 역할을 수행하여야 한다. 사회적인 가치를 지속적으로 추구하되, 자체적인 재화와 서비스의 생산을 통해 경제적 수익을 지속적으로 창출하는 기업인 '사회적 기업'은 지속가능한 일자리 창출을 위한 정책이라고 할 수 있다. 사회적 기업이 자생력을 확보하고 지속가능한 일자리를 제공하기 위해서는 정부의 노력뿐만 아니라 기업과 민간부문의 다양한 참여자들과의 연계를 바탕으로 한 협력적 거버넌스가 필요하다. 그러나 한국정부는 민간의 역량이 충분히 발휘되도록 협력적 거버넌스의 설계자와 관리자로서의 역할을 아직 적절하게 수행하고 있지 못한 실정이다. 한국정부는 협력적 거버넌스에서 요구되는 역할 수행에 관심을 기울여야 할 것이다.
