A Study on the Network Effectiveness on the Performance of Local Self-sufficiency Centers

네트워크 효과에 관한 연구: 지역자활센터를 중심으로

Abstract

오늘날 비정부부문이 포함된 사회서비스 공급자간 협력을 통한 거버넌스 경향은 매우 넓고, 다양하게 나타나고 있다. 하지만 결과와 연결된 비교 가능한 네트워크 자료의 부족으로 인해 네트워크 효과에 대한 실증적 연구는 국내외적으로 드문 형편이다. 이에 본 연구는 우리나라의 근로연계 사회서비스 프로그램인 자활사업을 대상으로 네트워크 효과성을 분석하였다. 2007년 10월에 이뤄졌던 지역자활센터 평가 자료와 설문조사 및 통계청과 각 지방자치단체의 홈페이지 확인 등을 통해 확보된 서울과 부산, 경상북도 지역 내에서 운영 중인 59개 기초자치단체 내, 56개 지역자활센터들과 지자체의 자료를 이용하여 네트워크 효과에 관한 실증분석을 시도하였다. 분석결과, 부분적으로만 네트워크 효과를 확인할 수 있었는데, 그 원인으로는 교환되고 있는 정보와 물자 및 공동사업의 내용과 성격, 그리고 허브가 존재하지 않는 네트워크의 구조적 특성을 들 수 있었다.
