Measuring Greenbelt Policy Effects through the Urban Growth Prediction Model

도시성장예측모형을 활용한 개발제한구역의 효과측정

Abstract

utilizing urban growth model. In order to identify the spatial impacts of the greenbelt policy, we choose the Daegu metropolitan area and construct a hypothetical case where n greenbelts are introduced. Using the growth model, we predict the location and size of new developments ot the hypothetical cith and compare the simulated cith with the real world city. The main finding of this study tells us that the greenbelt shifts development pressure of iner parts of the cith to the suburbs. In this way, the grenbelt instigates leap-frog developments.

대도시와 인근 지방정부 (시군)와의 갈등 등 다양한 문제가 유발되고 있다 . 이러한 문제에 직면하여 개발제한구역 전면개편(2000년), 개발제한구역 관리의 광역화(2006년) 등 중앙정부를 비롯하여 대부분의 지방정부들은 개발제한구역을 효과 적으로 활용할 방안을 강구하고 있다 . 이러한 방안들이 효과적으로 추진되기 위해서는 실제 정책이 시행되는 지방의 차원에서 다음과 같은 문제들이 먼저 해결되어야 할 것이다 . 첫째, 개발의 특성을 심층적으로 규명하여야 한다. 국가 혹은 지방정부는 개발계획을 수립하고 또 민간의 개발활동을 허가해 주는 주체이다. 그러므로 효과적인 공간정책 수립을 위해서는 개발의 위치 (location), 규모(size), 토지이용(land use) 및 집약도(intensity) 등 개발의 특성을 규명하여야 한다 . 둘째, 도시의 개발과 성장이 문제가 되고 있는 대도시의 경우에는 중심도시와 주변지역간의 개발의 연관성이 존재하는지, 있다면 어느 정도인지 파악하여야 한다 . 우리나라는 대도시의 도 심공동화가 진행되는 가운데, 인구 및 일자리의 교외화추세에 의해 주변지역은 택지개발, 공업단지개발, 도로개발 등의 형태로 빠른 속도로 개발되어 왔다 . 기능적으로 긴밀한 관련이 있는 대도시와 주변지역의 문제를 행정구역 혹은 관할구역에만 적용되는 정책으로 대응하면 정책효율이 반감되거나 지역간 갈등의 소지가 높아진다 . 더욱이 이러한 정책적 난맥속에서는 토지가격 , 특히 도시 주변부의 개발예정지의 토지가격이 폭등하고 사회적 갈등이 유발된다 . 따라서 대도시의 문제들은 중심도시와 주변도시를 묶는 광역권의 차원에서 정책을 수립 시행하여야 하며 이러한 의미에서 개발제한구역 관리의 광역화는 타당한 정책결정으로 판단된다 . 기초자치단체별 독립성이 매우 강한 미국에서도 이러한 문제점을 인식하고 대도시와 인근지역을 통합하는 도시성장관리시스템 혹은 토지시장모니터링시스템을 운용하고 있다 . 예컨대 Oregon주의 Portland시와 Washington주의 Clark county 등 인접지역들을 통합하여 GIS기반의 도시성장관리시스템인 MetroScope가 운영되고 있다. 셋째, 공간적 연관성에 결정적인 영향을 주는 개발제한구역의 효과를 측정할 수 있어야 광역적 개발계획이 수립 시행될 수 있을 것이다. 실제 개발제한구역의 정책적 효과가 어느 정도인지 규명한 연구는 수리적 개념적인 모형에 의한 연구들이 대부분이며 도시성장과 연계한 개발제한구역의 성장억제효과 또는 장래 도시개발의 공간적 분포와 규모 등을 규명한 연구는 거의 없는 실정이다 . 따라서 개발제한구역이 내부충전형개발(infill-development)을 유도하였는지 아니면 비지적 개발(leap-froggying development)를 초래하였는지 알 수 없고 또 그 정도가 어느 정도인지 구체적으로 측정할 수 없는 문제가 있었다 . 이를 측정할 수 있다면 도시 및 지역차원의 정책들의 공간적 효과를 평가하는 유용한 방법론이 될 것이다. 이러한 배경에서 본 연구는 다양한 공간자료와 속성자료를 연계하여 지리정보시스템(GIS)을 구축하고 구축된 자료를 기초로 선행연구에서 개발된 도시성장예측모형을 활용하여 대표적 성장억제정책인 개발제한구역의 효과를 구체적 실증적으로 측정하고자 한다 .도시성장예측모형을 활용한 개발제한구역의 효과측정213
